PROBLEM TO BE SOLVED: To broaden a non-resonant stable region by decreasing the dynamic deformation of a mirror, which is a problem in obtaining a flat frequency characteristic with viscous resistance, by using the viscous resistance of fluid under a mirror arrangement environment for correcting the deformation of the dynamic deformation of a mirror face, and to provide an optical scanner having a small dynamic deformation of a mirror face and an image forming device using the optical scanner. SOLUTION: In package members (2A and 5A) for a vibration mirror which is so formed as to give turning driving force to a part (3-4 and 3-5) of the vibration mirror (3-3), the parts of the package member which are facing to each other interposing the vibration mirror (3-3) have a cross sectional form (2-8) in which the distance from the vibration mirror is not constant in the torsional turning direction of the vibration mirror.
