PROBLEM TO BE SOLVED: To provide a wiper controlling method and a wiper controlling device capable of appropriately following variation of rainfall situations. SOLUTION: A wiping state control section 32, based on detected adhesion of rain drops, determines a wiping state of a wiper defined by wiping standby time and wiping speed, and outputs a wiper driving signal. A wiper stopping control section 34 masks the wiper driving signal when an amount of water collected by the wiper and passing on a detection surface is a predetermined threshold or more and no adhesion of rain drops on the detection surface is detected.
