PROBLEM TO BE SOLVED: To provide a base material for a pressure-sensitive adhesive tape excellent in uniform expansibility, having proper tensile strength, flexibility and transparency and causing no ply separation at a lamination interface, and to provide a pressure-sensitive adhesive sheet. SOLUTION: This base material for pressure-sensitive adhesive tape is constituted by laminating a layer (I) comprising a polyethylenic copolymer, which contains 10-35 wt.% of at least one monomer selected from vinyl acetate, methyl methacrylate, ethyl methacrylate and ethyl acrylate-maleic anhydride, and a layer (II) comprising 80-50 wt.% of a polyolefinic resin, which has a melting point of 140-150°C and a weight average molecular weight of 80,000-450,000 and is characterized in that an elution amount due to a cross-fractionation method with respect to the total resin amount is 50-60 wt.% at 0-10°C, 10-20 wt.% at above 10-70°C, 10-20 wt.% at above 70-95°C and 10-20 wt.% at above 95-125°C, and 20-50 wt.% of the above mentioned polyethylenic copolymer.
