<P>PROBLEM TO BE SOLVED: To provide a video conference apparatus which substantially causes no problem without the need for applying a complicated copyright protection technology to the apparatus even when the apparatus is illegitimately used. <P>SOLUTION: An analog video signal of a self-portrait is given to an input terminal 10, and a resolution conversion means 2 applies interleaving in a temporal direction and reduction in a spatial direction to the video signal and transmits a resultant reduced digital video signal 16 to an opposite party. In the case of outputting the self-portrait, the image reduced by the resolution conversion means 2 is selected and outputted without any modification.
