<P>PROBLEM TO BE SOLVED: To promote the reduction in emission of exhaust gas at the time of vehicle idling, and monitor an abnormal operation of an on-vehicle machine mounted on a vehicle side. <P>SOLUTION: This system comprises the on-vehicle machine 100 having an idling detection means 29 and a radio communication means 22 connected to a communication network N, a management unit 15 for receiving the idling information detected by the on-vehicle machine 100 through the communication network N and charging the exhaust gas discharged from the vehicle 11, and an inspection device 30 for communicating with the on-vehicle machine 100 through the communication network N to monitor the normal operation of the on-vehicle machine 100.
