PROBLEM TO BE SOLVED: To provide a system which realizes process control functions related to material operations and efficiently reduces procurement costs in material procurement and operation costs (paperwork processing costs necessary for procurement).

SOLUTION: A purchase cost planning system supports a purchase cost planning process 1, and a purchase contract system supports a purchase contract process 2. The purchase cost planning system and the purchase contract system use an operation base 3 that includes each database. According to operation instruction documents, which include a plurality of variations that especially define the existence of decisions of prices, customers and contract forms, the purchase contract system selectively allows purchase contract processes to proceed.
