PROBLEM TO BE SOLVED: To prepare a water dispersion which can be easily dispersed in water, is excellent in water resistance of its coating film, strength at a breaking point, solvent resistance, chemical resistance, and adhesion properties to a polylactic acid substrate, can easily coat and impregnate, and is good in stability and biodegradability, and to provide a finely divided particle of a polylactic acid obtained by drying and to prepare a coating film having excellent smoothness. SOLUTION: The water dispersion of a polylactic acid-polyethylene glycol block copolymer is an A-B-A terblock copolymer comprising polylactic acid (A) and polyethylene glycol (B).
