In a charge pump DC-to-DC converter (10) for converting a power supply voltage (VDD1) to a power supply voltage (VDD2), a level shifter (12) amplitude converts a control pulse of VSS-VDD one amplitude to a control pulse of VSS-VDD two amplitude, which is used as a pumping pulse to charge and discharge a flying capacitor (C11) via MOS transistors (Qp11,Qn11) of a charge pump circuit (11) and to control switching of MOS transistors (Qn12,Qp12) at the output side of the flying capacitor (C11).
