PURPOSE: Provided are a composition which is in solid state during storage, can be pulverized, is easily crumbled, is stable against blocking when prepared into a powder coating and can be cured at a temperature less than 150 deg.C to a heat sensitive substrate material, and is used as a crosslinking agent, its preparation method, a powder coating containing the composition, a method for preparing a powder coated surface having a textured or glossy appearance, a method for controlling the fluidity and/or leveling property of a powder coated surface and a substrate coated with the powder coating. CONSTITUTION: The composition is based on a solid isocyanate which is blocked with at least one kind of compound corresponding to the formula 1 and has a glass transition temperature more than 30 deg.C, wherein R1 is H, an alkyl group, an aryl group, a halogen atom or an ally group; R2 is a CO-O-alkyl group, a CO-O-aryl group, a CO-O-alkoxyalkyl group, a CO-O-arylalkyl group, a CO-alkyl group, a CO-aryl group, a CO-alkoxyalkyl group, a CO-arylalkyl group, a cyanide group, Si(CH3)3 or Si(C2H5)3; R3 is a CO-O-alkyl group, a CO-O-aryl group, a CO-O-alkoxyalkyl group, a CO-O-arylalkyl group, a CO-alkyl group, a CO-aryl group, a CO-alkoxyalkyl group, a CO-arylalkyl group, a cyanide group, Si(CH3)3 or Si(C2H5)3 which is identical with or different from R2; and R2 and R3 represent a cyclic ketone and/or ester group together.
