PURPOSE: An apparatus and a method for detecting the change of a background region are provided to generate an alarm by extracting only the background region, comparing the extracted background region with a previously stored background reference image of an image pickup area, judging whether the background region is changed, and detecting the disturbance operation of a normal operation of an image pickup device. CONSTITUTION: At least one or more image pickup devices(110-1¯110-n) pick up images of an image pickup area. A background region extracting unit(120) extracts a background region except for a motion region from a current input image inputted from the image pickup devices. A background reference image storing unit(130) stores a certain background reference image with respect to the image pickup area. A comparing unit(140) compares the background reference image with the background region. A judging unit(150) determines whether the background region is changed on the basis of the compared result of the comparing unit, and outputs the determined result.
