PROBLEM TO BE SOLVED: To provide a system which makes it possible to order a commodity or a service by using a portable telephone set and further pay for them by using a credit card. SOLUTION: A settlement mediation server 10 is equipped with an index database 11 for identifying registered members, an index database 12 for identifying registered shops such as a mail-order company, and a database 13 wherein the credit-card use details of the registered members are recorded. This server 10 can be accessed from portable telephone sets P1......Pn and is capable to perform data communications with credit servers 201......20n of credit companies and shop servers 301......30n of mail-order companies, etc.
