PROBLEM TO BE SOLVED: To improve an efficiency and to suppress a power consumption in a temperature regulating cabinet using a thermoelectric conversion unit using a Peltier module. SOLUTION: The thermoelectric conversion unit 2 is disposed at a non-passing position of a radiating air heated by heat exchanging a cooling water sucked externally by a warm heat transfer fan 5 and flowing through a radiating heat exchanger 33. The air receives a heat from the exchanger 33 and further receives a heat from a power source circuit 6. Accordingly, when the air is contacted with the unit 2, a cooling efficiency of the unit 2 is lowered. However, when the unit 2 is disposed at the non-passing position of the radiating air, the air is not contacted with the unit 2, and hence the cooling efficiency is not lowered.
