The arrangement has a ribbon electrical conductor and a ribbon insulating layer commonly wound on a core with individual windings having a defined angle to the core's winding axis and each other with partial overlapping and insulation between radially adjacent layers. Local voltage differences or a voltage differential profile between layers in the winding axis direction are/is determined and the insulating layer thickness adapted accordingly.
