The device has a connection rail (20) pivoted on a chassis of a vehicle such that the connection rail is movable with respect to the chassis. The rail is provided with a displacement unit e.g. pyrotechnic unit (24), that is adapted to displace the rail with respect to the chassis in case of collision of the vehicle. The rail is displaced to exert stress by a flexible strap (18) on the abdomen of a passenger. An independent claim is also included for a motor vehicle including a passenger retaining device.
