PROBLEM TO BE SOLVED: To provide a method for producing raw material powder for a gas diffusion electrode being in a satisfactorily dispersed state, in a short period of time. SOLUTION: A mixed liquid which contains carbon black and fluororesin in a dispersed state, contains a surfactant and does not contain a surfactant micell destructive agent is sprayed and dried to produce dried powder. Since flocculation is not caused by a micell destructive agent, raw material powder for a gas diffusion electrode obtained by the spray drying is uniformly dispersed, and the strength of a gas diffusion electrode at the time of its assembling increases.
