PURPOSE: A variation detecting method and apparatus are provided to easily control a monitoring process in response to a time period or an image recognition area and set a monitoring schedule or the image recognition area in advance. CONSTITUTION: A variation detecting apparatus includes an input unit for receiving video data captured by an image capturing device, a processing unit(2201) for processing the video data, and a storage unit(2204) for storing the video data. The processing unit includes a detecting part(2202) for detecting a variation in the video data, and a monitoring information generating/transmitting part(2203). The storage unit includes a monitoring schedule table(103). The detecting part reads the video data from the storage unit to detect a variation in the video data based on the monitoring schedule table. The monitoring information generating/transmitting part generates a signal representing the variation in the video data and outputs the signal to a receiver connected to the variation detecting apparatus.
