PURPOSE: Provided is an apparatus for manufacturing cookies which performs deep-frying, sugar syrup coating and dressing processes automatically and hygienically to mass-produce cookies within a short period of time and maintain a sugar content thereof constant. CONSTITUTION: The apparatus for manufacturing cookies is characterized by comprising a sugar syrup coating unit(100), wherein the surface of cookies transferred by a transfer part which is rotated by a motor is coated with heated sugar syrup supplied fro a container by a circulating pump; and a dressing unit(200), wherein the sugar syrup coated cookies are dressed with powder being buried thereinside on a dressing plate by up and down and back and forth vibration.
