PROBLEM TO BE SOLVED: To provide a dedicated buffer service method and a system thereof, and a program thereof and a recording medium whereby an operating enterprise can partway predict a data traffic volume delivered through a data network so as to facilitate the arrangement of a network facility and its operation and users of the data network make a occupancy rate contract of input or output line buffers to enhance satisfaction in network utilization. SOLUTION: Storage of data packets transmitted from user terminals 11 to 14 and arrived at via a relay transmission line and an input line to an input line or output line buffer memory 4 or 5 in a node 3 of a network 2 is controlled depending on the occupancy rate set by the contract and the data packets stored in the output line buffer memory 5 are transmitted to an output line by the round robin method.
