PROBLEM TO BE SOLVED: To provide a static eliminator or the like capable of positioning and fixing a middle part of a discharge pipe without mounting it from its tip side. SOLUTION: The discharge pipe mounting jig 30 is arranged so that a discharge pipe 20 is interposed between a pair of protruded piece parts 31, 31 with their alignment direction almost in a crossing state to an axis direction of the discharge pipe 20. The discharge pipe mounting jig 30 is turned until the alignment direction of the pair of protruded piece parts 31, 31 coincides with the axis direction of the discharge pipe from the crossing state, and finally, the protruded piece parts are screwed in at given setting places by putting fitting screws through mounting holes 32a, 32a (not illustrated) formed at a rectangular plate part 32.
