<P>PROBLEM TO BE SOLVED: To provide image processing technology to highly precisely retrieve an image without depending on the kind of an image. <P>SOLUTION: Luminance characteristic information associated with the luminance of an image to be processed is extracted, and color characteristic information associated with the color of an image to be processed is extracted, and whether or not the color information of the image to be processed is enough is decided by a decision processing part 108. As the result of decision, when the color information of the comparison origin image is sufficient, the similarity comparison of the color characteristic information with that of the comparison destination image is carried out by a color characteristic information comparison processing part 109. On the other hand, when the color information of the comparison origin image is not sufficient, the similarity comparison of the luminance characteristic information with that of the comparison destination image is carried out by a luminance characteristic information comparison processing part 110.
