PROBLEM TO BE SOLVED: To permit only those who are authorized bicycle users and also authorized bicycle parking system users to access a bicycle parking system.

SOLUTION: A bicycle registration application form has notations of a bicycle registration ID and entry fields of personal information. The notated bicycle registration ID and personal information entered in the entry fields are stored as bicycle registration information, and are used, at a bicycle entry/exit to/from a bicycle parking system, to check that the bicycle is a registered one, the person who handles the bicycle has purchased a right to use the bicycle parking system, and the use right is unexpired.
