PROBLEM TO BE SOLVED: To provide a steer-by-wire system capable of turning the steered wheels by steering of a steering wheel even when a power or a control circuit fails. SOLUTION: In the steer-by-wire system 10, a rotating machine 31 for turning and a rotating machine 40 for reaction force are driven by receiving power from rotating machine drive circuits 21, 22 when a switch element 45 is turned off. Since the rotating machine 31 for turning and the rotating machine 40 for reaction force make one machine be a generator and the other one be an electric motor driven by the generator when the switch element 45 is turned on, an interlock state can be maintained without receiving the power from the exterior. Therefore, even when the power 46 fails, the steering wheel 11 and the steered wheels 30, 30 can be interlocked by the rotating machine 31 for turning and the rotating machine 40 for reaction force, and the vehicle can be made to travel.
