PROBLEM TO BE SOLVED: To provide an electrode plate driving gear that drives the rotation of a positive electrode plate in a water tank with natural energy including water in order to operate a capacitor as a variable capacitor and that can be operated on land or in ocean whichever desired, in the capacitor for a static electricity generating device. SOLUTION: (1) An electrode plate 1 is soaked in an electrolyte solution 3 filled in a water tank 2 to work as a cathode electrode plate 4 at one side of the capacitor, and connected to charging and discharging circuits 14, 16. (2) A plurality of electrode plates 1 whose surfaces are covered with thin insulating films 5 are electrically connected in parallel and arranged side by side to form systems of anode electrode plates 6 which work as the other side electrodes of the capacitor. (3) Systems of the positive electrode plate 6 of a rotary positive electrode plate 11 are connected to a charging circuit 14 via each independent reverse-blocking diodes Da, and to a discharging circuit 16 via reverse-blocking diodes Db. (4) The rotary positive electrode plate 11 is installed above the water surface of the tank 2.
