PROBLEM TO BE SOLVED: To reject transmitted data which is copied illegally to improve security. SOLUTION: A game medium loan-out device 300, implementing internal processing to respond to a request from a portable remote-control terminal 200, is equipped with a first conversion processing part 322 for converting first request data received from the remote controlled terminal 200 into second request data, a judgement part 323 for judging whether third request data received from the remote-control terminal 200 is the proper request data if the second request data converted at the part 322 is converted at a second conversion processing part 202a, and an internal processing implementing part 324 for implementing the internal processing which corresponds to the first request data if the third request data is judged to be proper by the judgement part 323.
