摘要 <p><P>PROBLEM TO BE SOLVED: To maintain througput of a network high by reducing a congestion prediction band, when the number of terminals housed in the network is large and the network is predicted to be in congestion. <P>SOLUTION: When a cell rate increase existence signal included in a BRM cell indicates an increase, and a congestion prediction signal is not written; if there is a cell to be sent out, it is assumed that the cell rate increase existence signal indicates the increase and the cell rate is increased. When the cell rate increase existence signal in the BRM cell indicates no increase and the congestion prediction signal is not written, if there is a cell to be sent out, it is assumed that the cell rate existence signal indicates that the increase, ACR is maintained.
