PROBLEM TO BE SOLVED: To provide a water sealing agent used suitably for the prevention of cement water leakage in civil-engineering and building construction. SOLUTION: The water sealing agent for use in civil engineering comprises a water absorptive resin powder, which is obtained by polymerizing a monomer mixture of the monomer expressed by the undermentioned general formula (1), an acrylic acid or a salt thereof and, if desired, other vinyl monomer in the presence of a crosslinker and which has an average particle diameter of 1-50μm, and an elastomer. Preferably, the above water absorptive resin has a content ratio of 30-80 % by mass for a repeating unit of the monomer expressed by general formula (1): CH<SB>2</SB>=CR<SP>1</SP>(CO)-X-Y-SO<SB>3</SB>R<SP>2</SP>(wherein R<SP>1</SP>is a hydrogen atom or a methyl group; R<SP>2</SP>is a hydrogen atom, an alkali metal or ammonium; X is an oxygen atom or a group of -NH-; and Y is a 2-10C linear or branched alkylene group) in the above water absorptive resin.
