PROBLEM TO BE SOLVED: To construct more independent VLANs than prescribed, by using only functions of standardized 802.1Q. SOLUTION: The layer 2 network control unit has; an initial configuration setting means which sets a unique VLAN-ID to each of partial networks consisting of a plurality of VLAN routes which don't overlap with each other and allows VLAN-IDs to be duplicatively set between different partial networks when setting the plurality of VLAN routes on a layer 2 network; and an alternative route setting means which detects duplicated VLAN-IDs when integrating the partial networks and re-assigns VLAN-IDs in order to eliminate duplication. When the plurality of VLAN routes are set on the layer 2 network, it is calculated to find whether a requested VLAN route can be divided into a plurality of areas which don't overlap with each other or not. If it can be divided, use of a specific route is inhibited to constitute one layer 2 network of a plurality of partial networks, and one VLAN-ID is permitted to be shared between these partial networks to perform assignment of VLAN-IDs.
