PROBLEM TO BE SOLVED: To provide paddy-rice raising-seedling culture soil made in view of environmental conservation, reduced in its production costs, and produced by using water purifying sludge. SOLUTION: The paddy-rice raising-seedling culture soil is obtained through the following processes: a drying process S2 of drying, at 80-90°C, dehydrated cake produced by dehydrating water purifying sludge discharged from a water purification plant so as to have water content of about 35 wt.% to make dry soil; a granulation process S3 of granulating the dry soil so as to have a granule diameter of around 1-5 mm to produce dry granular soil; and a phosphoric acid-mixing process S4 of mixing the dry granular soil with 0.1-2.0 wt.% of phosphoric acid.
