The device has a main stand (10) with base plate (11), and an aperture in the plate to hold a paper. A cutting tool (20) fastened to the base plate has a blade (25), which extends through an opening (15) in the plate to engage with the paper, when base plate and cutting tool are moved relative to the paper. The tool has a tube (21) holding the blade, and this is fastened to a sleeve (13) mounted on the plate via meshing threads (14,22). The tube has a spring (26) held in a bore (23) to apply a pressure to the blade and move it out of the opening in the base plate.
