<P>PROBLEM TO BE SOLVED: To provide an IC card issuing system which can minimize writing of issuance data into a memory and can shorten the issuance time for issuing. <P>SOLUTION: By previously registering an initial value written previously in the memory in an IC card before issuance, on the occasion when personal data is written into the memory, whether data, equivalent to the memory initial value exists in the personal data, is decided, and when data equivalent to the memory initial value exists, control is performed so that the data will not be written to the memory. <P>COPYRIGHT: (C)2005,JPO&NCIPI |
