<P>PROBLEM TO BE SOLVED: To provide a device for downloading a program of an IC which can display information such as characters or patterns showing the contents of a downloaded program on the card surface. <P>SOLUTION: This device is incorporated with an IC chip having a writable/readable non-volatile memory and a control element such as a CPU for managing this, and configured to execute predetermined processing corresponding to a command inputted from the outside, and to output the processing result to the outside, and to download an application program inputted from the outside to a non-volatile memory, and to download a desired program to the non-volatile memory of the IC card capable of executing the downloaded program.
