PROBLEM TO BE SOLVED: To provide upper device of a toilet bowl in which constitution costs for a slowing device for lowering a vertical movement member is reduced. SOLUTION: In order to raise a toilet bowl box 2, a case 3b is pulled up by hand. When a front base plate etc. is raised, a slider 12 is raised along a guide 11, and the volume of an air bag 13 is reduced. Air inside the air bag 13 passes through openings 20, 21 and 22 to push a valve 14 up in the direction represented by an arrowθto speedily flow out to the outside of the air bag 13. When the front base plate etc. is lowered, the slider 12 is lowered along the guide 11. In this case, the valve 14 is overlapped on a top plate 11c, and air flows into the air bag 13 through a small hole 23.
