PROBLEM TO BE SOLVED: To solve such a problem that a body color of a violative vehicle traveling in excess of the threshold of speed cannot be recognized precisely by conventional speed violation automatic regulation systems. SOLUTION: This system has a light irradiation means which irradiates white light to a speed violation vehicle during picture photographing of the speed violation vehicle installing at the upper part or either of side parts of vehicle travelling road, a light receiving means which has a receiving part or a camera which receives the spectrum of reflected light from the traveling vehicle by irradiation of this white light irradiation means or this reflected light, and a body color determination means which determines the body color of the speed violation vehicle analyzing the photographed image by the light receiving means.
