PROBLEM TO BE SOLVED: To provide a heater unit most suitable for a resin film seal for a packaging device which can make a temperature distribution as even as possible over the length of a welded surface so as to allow use of an inexpensive resin film while maintaining a high sealing property. SOLUTION: The heater unit is characterised by being formed by: forming a groove 1A in a surface of a base part 1 made of a highly heat-conductive metal; providing a heating element 2 made up of a band-plate-shaped member in the groove 1A, the band-plate-shaped member being shorter in height than the depth of the groove 1A and bent widthwise repeatedly to become wavy along the length thereof; and filling space 1S around the heating element 2 in the groove 1A with a filler 8 without leaving any clearance.
