PROBLEM TO BE SOLVED: To provide a bicycle parking management system which can effectively decrease the number of bicycles left by their owners and also reduce a cost for removing them, and to provide a method therefor. SOLUTION: The bicycle parking management system is provided with a plurality of bicycle accommodating devices 1, which lock bicycles by a locking means 4 and accommodates them to store, and a management device 2, which manages a state, in which the bicycles are accommodated in a plurality of the bicycle accommodating devices 1. The management device 2 is provided with a clock unit 14 which measures the accommodation period, a computation part 15 which computes a parking fee for each of the bicycle accommodation devices 1, a determination part 20 which determines whether the accommodation period or the parking fee exceeds a preliminarily fixed value, and a control part 9 which opens the locking means 4 of the bicycle accommodating device 1, when the parking fee is settled.
