PROBLEM TO BE SOLVED: To provide a fluid filling device of a simple structure capable of filling a fluid of a predetermined amount in a container. SOLUTION: The fluid filling device comprises an upper valve seat 15 in which the fluid flows from a tank 1 into an upper part in a measuring case 5 to fill the filling amount of the fluid filled in the container communicated with a chute 4 at a bottom part of the tank 1 to store the fluid, a lower valve seat 18 from which the fluid flows out of the measuring case, a valve driving rod 12 to elevate/lower the upper valve seat 15 and the lower valve seat 18, an upper switching valve 10 fixed to the upper valve seat side of the valve driving rod 12 to open/close the upper valve seat 15, a lower switching valve 11 which is slidably fitted to the lower valve seat side of the valve driving rod 12, and an elastic body 17. The elastic body 17 presses the lower switching valve 11 against the lower valve seat 18 to urge the lower valve seat 18 to close when the valve driving rod 12 is lowered between the upper switching valve 10 and the lower switching valve 11, and urges the lower valve seat 18 to open by moving the lower switching valve 11 upwardly when the valve driving rod 12 is elevated.
