PROBLEM TO BE SOLVED: To provide a method for manufacturing a steel sheet by which temperature just after passing through hot finish rolling is accurately measured and also rapid cooling in a position where the material deterioration of the steel sheet and the generation of oxidized scales due to the grain coarsening are prevented is possible, and to provide facilities therefor. SOLUTION: In the method of manufacturing a hot-rolled steel sheet, temperature measurement is performed on one surface of the steel sheet directly after a traveling steel sheet passes through the final stand of a hot finishing mill on one side of the steel sheet, and temperature measurement and cooling is performed on the other surface in the proper position after completing the hot finish rolling by starting water cooling between 0.1 to 0.6 s directly after passing through the final stand.
