PROBLEM TO BE SOLVED: To provide a cleaning device, which improves cleaning performance, and which maintains good cleaning performance for a long period of time even if using polymerized toner.

SOLUTION: The cleaning device 6 cleans the surface of an image carrier 1. The cleaning device 6 includes: a cleaning blade 61 arranged to be abutted with the surface of the image carrier 1; a lubricant application means 62, which is arranged at more upstream side of the cleaning blade 61 in the rotation direction of the image carrier, for applying a solid lubricant 64 on the surface of the image carrier 1; and a toner removal means 65, which is arranged at more upstream side of the lubricant application means 62 in the rotation direction of the image carrier 1, for removing the toner.
