PROBLEM TO BE SOLVED: To provide a low reflectivity film in which reflectivity is lowered without depending on the wavelength and incident angle of incident light.

SOLUTION: The low reflectivity film consists of a binder and a medium having refractive index different from that of the binder and has a low reflectivity layer of the packing density of the binder increasing monotonously from one surface toward the other surface as the refractive index increases monotonously from the one surface toward the other surface.
