<p><P>PROBLEM TO BE SOLVED: To provide a filter having such a structure that characteristics of a plurality of cavity resonators can be easily adjusted and simulation in a design stage is facilitated, that is, the filter can be designed in a short period of time, and to provide a manufacturing method therefor. <P>SOLUTION: A first unit filter 1 is formed by connecting two cavity resonators 10a and 10b having wall surfaces 11a and 11b which are deformable so as to make resonance frequencies adjustable, through a first coupling window 13 and has second and third coupling windows 14 and 15 for coupling with another cavity resonator or a waveguide, formed in two positions of wall surfaces other than the deformable wall surfaces 11a and 11b.
