PROBLEM TO BE SOLVED: To form a cord ply of high quality suppressed in arrangement disturbance by guiding a rubber-lined cord to a drum with high precision in a stable state though tension force is reduced without causing vibration, twisting, fluctuations in tension force and the like. SOLUTION: The cord ply P is formed by cutting a cylindrical cord-containing wound body R, which is formed by spirally winding the rubber-lined cord D, in the peripheral direction thereof at an angleθ. The rubber-lined cord D is guided to the drum 4 by a guide roller 5 having a guide groove 17 provided to the peripheral surface thereof through a horizontal direction regulating means 2, wherein left and right guide rollers 9 are arranged zigzag within a horizontal plane, and an up and down direction regulating means 3 wherein upper and lower guide rollers 13 are arranged zigzag within a vertical plane.
