PROBLEM TO BE SOLVED: To provide a steel pipe used for a member with a superior shock-resistant property. SOLUTION: The Young's modulus of a rolled steel plate has an anisotropic characteristic. A direction for maximizing the Young's modulus is different from a rolling direction. The Young's modulus is possible to be 215 GPa or more in the vicinity of the direction maximizing the Young's modulus. The steel plate 12 is obliquely cut at an arbitrary angle toward a rolling direction 18 of the rolled steel plate 11. The steel pipe formed in a pipe shape by roll-bending or press-forming in such a manner that the cutting direction 14 of the steel plate 12 coincides with a pipe-axis direction 4 of a steel pipe 1 can be made as a steel pipe used for an axial collapse-resistant member with the Young's modulus of 215 GPa or more at the pipe-axis direction 4. The steel pipe has the Young's modulus of 215 GPa or more at the circumferential direction 5 and can be used as a member capable of receiving shock-bending load from a lateral direction of the steel pipe.
