PROBLEM TO BE SOLVED: To provide a production method for a cleaning material reducing a treatment cost and semi-permanently carrying out sterilization/cleaning, and a cleaning material. SOLUTION: The production method for the cleaning material is constituted by a moisture content removal step for drying a cleaning material body such as sand and pebble and removing contained moisture content, germ and bacteria; and a catalyst agent coating step for covering the dried cleaning material clear of the moisture content at the moisture content removal step with a catalyst agent for decomposing a harmful substance and virus.
