Recesses (11) are formed at the lateral surface of a spring biased throttle body (8) positioned over a diaphragm (2). The throttle body is movable to close or open a cylindrical by-pass path (10) between two chambers (3,4). The recesses have cross sectional shapes exceeding the by-pass paths, connecting the inlet (5) and the outlet (6) of one chamber (4). The other chamber (3) contains pilot pressure.
