<P>PROBLEM TO BE SOLVED: To provide a block for guiding a visually impaired person in which information on the surface of a braille block can be recognized and discriminated over a long period of time, abrasion and breakage hardly occur, and at the same time, discrimination properties by colors are not lost even if the abrasion or the like occurs. <P>SOLUTION: The block 1 for guiding the visually impaired person has a plurality of projections on its surface. It has a fiber reinforced layer C including glass fibers between a base layer D of a base material including resin concrete and a surface resin layer B on the surface side including a pigment component. And, the method is for manufacturing the block for guiding the visually impaired person having a plurality of the projections on its surface.
