PROBLEM TO BE SOLVED: To provide a circuit pattern forming toner with which a fine conductor pattern can be obtained, a method of manufacturing the same, and a circuit pattern forming method by which a high-precision fine circuit pattern can be formed with a simple apparatus. SOLUTION: The circuit pattern forming toner contains conductive particles comprising a metal or its oxide and insulating resin layers coating the surfaces of the particles, wherein the insulating resin layers contain a charge control material and are formed by a phase separation process with a nonaqueous emulsion. The toner is obtained by adding conductive particles comprising a metal or its oxide, a charge control material, and an insulating resin to a dispersion medium incompatible with the resin, kneading those under heating at a temperature of the softening points or below of the resin and dispersion medium, dissolving and removing the dispersion medium, and locating a plasticizer on the surfaces of the resulting resin coated conductive particles. An electrostatic charge image formed on a ceramic substrate is developed by a nonmagnetic one-component process using the above toner, the resulting toner image is transferred onto a ceramic green sheet, and sintering is carried out to form a circuit pattern.
