PROBLEM TO BE SOLVED: To enable a digital controller to digitally calculate the difference between, for example, inputted two analog signals, or digitally calculate the difference after the execution of processing to one input. SOLUTION: This digital controller is equipped with an analog quantity/time amount conversion means 11 which receives at least one analog signal from a power conversion circuit 3 and also receives at least one reference analog signal to serve as the criteria of detection of the analog signal from a specified circuit and converts the value of each analog signal into a signal expressed by the amount of a discrete time; a difference generating means 12 which generates a digital signal corresponding to the difference between an analog signal Eo and a reference analog signal Er based on a time amount signal from the analog quantity/time amount conversion means 11; and a switch control signal generation means 13, which generates a control signal for each of the switches based on the digital signal generated by the difference generating means 12.
