PROBLEM TO BE SOLVED: To provide a concrete surface reformed material, and a concrete surface reformed construction method, having high safety for the human body, without generating a large quantity of wastes, by preventing intrusion of water into a concrete structure. SOLUTION: This concrete surface reformed material is manufactured by mixing a succinic acid, a sodium carbonate, magnesium hydroxide, powder sodium silicate, Portland cement, fine powdery silica, a carboxylic acid, and a shieldex(R).
