PROBLEM TO BE SOLVED: To perform quick follow-up control to set load and accurately and automatically regulate load. SOLUTION: A frequency setting signal (ER) is created on the basis of both a load target value (VS) and a load value (VL) detected by a load sensor. By creating a frequency instruction signal to be provided for a drive-side frequency inverter 5 and controlling the frequency on the basis of the created frequency setting signal (ER) and an output frequency (VF) of the drive-side frequency inverter 5, the load is regulated.
