<P>PROBLEM TO BE SOLVED: To guide refugee to a specified evacuation site when an outdoor night illumination is missed due to an accident. <P>SOLUTION: An accumulated light indication layer 2 for letters and signals is provided at the center of one whole face of a base board 1 formed in a rectangle in plan view.
